本週很特別,剛好第一天(9月15日)是『國際民主日』(International
Day of Democracy),最後一天(9月21日)是『國際和平日』
(International Day of Peace),而今天也恰好是這個星期的中點。
《P.S.:Δημοκρατία是希臘文裡的民主,而Pax是拉丁文裡的和平。》
今年「民主日」的主題是【加強民主的聲音】(Strengthening Voices
for Democracy)。「民主」是一項普世價值,建立在人民自決其政治、
經濟、社會與文化體系所自由表達的意願,並完整參與與其生活相關的
所有面向。(Democracy is a universal value based on the freely
expressed will of people to determine their own political,
economic, social and cultural systems and their full participation
in all aspects of their lives.)
如同羅斯福(Franklin D. Roosevelt)曾說過:「民主永遠無法成功,
除非有權選擇的人們已經準備好做出有智慧的選擇;因此,能真正守護
民主價值的,是教育。」(Democracy cannot succeed unless those
who express their choice are prepared to choose wisely. The
real safeguard of democracy, therefore, is education.)
而今年「和平日」的主題是【和平教育】(Education for Peace)。
正如金恩博士曾說:「和平不僅僅是一個我們大家都追求的遙遠目標,
也是我們達到該目標的一種方法。」(Peace is not merely a distant
goal that we seek, but a means by which we arrive at that goal.)
因此,和平不只是一種「沒有衝突」的客觀事實或外在狀態,也是每個
人在日常生活中「避免衝突」與「相互諒解」的處世態度及思維模式。
針對2013年的主題,聯合國秘書長向國際社會分別傳達了訊息:
「在『國際民主日』,我呼籲各國元首去傾聽、尊重並適當回應人民的
需求,無論他們是直接表達或者透過民意代表。」(On this International
Day of Democracy, I call on leaders to hear, respect and respond
appropriately to the voices of the people, whether expressed
directly or through elected representatives.)
「光是教們孩子閱讀、寫作跟算數是不夠的;『教育』更應該要培養與
他人及我們所生活的世界相互尊重,且為人們打造一個更正義、更包容
且更和平的社會。」(It is not enough to teach children how to read,
write and count. Education has to cultivate mutual respect for
others and the world in which we live, and help people forge
more just, inclusive and peaceful societies.)
